| Department of the Navy - Navy Region Hawaii | IST | ISDEV | I am currently employed as a civil servant for the Department of the Navy and have been in this position since March 2018. My title is the Navy Region Hawaii Antiterrorism/Critical Infrastructure Protection Officer. Additionally, I oversee the Physical Security, Mission Assurance, Access Control, Risk Management, Threat Assessment, and Counter - Small Unmanned Aircraft Systems (C-sUAS) programs for Navy Region Hawaii. Through the management of these programs, I am intimately involved in various IT-related initiatives, projects, and reports. As the project manager for the installation of Navy Region Hawaii's C-sUAS systems, I am responsible for building a stand-alone network and ensuring all equipment is connected and operational; ensuring all equipment is accredited through the Department of Defense’s Risk Management Framework; ensuring radio frequency (RF) surveys are completed to evaluate potential interference with equipment in the vicinity of the systems; and training operators on the use of the system, how the system interacts with unmanned aerial vehicle wireless connections, and developing standard operating procedures for system use and maintenance. This project encompasses multiple disciplines including network architecture, 802.11 (wireless) connectivity and protocols, virtual local area networks (VLANs), information security, and RF management. I oversee the sustainment of a vast access control system with over 4,000 pieces of equipment including routers, wireless access points, biometric scanners, workstations, servers, a large internal network with multiple points of presence, and the ability to access multiple federal law enforcement databases. I conduct routine evaluations of system and operator effectiveness; conduct operator/maintainer training; ensure all system issues are reported, tracked, and resolved; and poll the system’s internal database for information and analysis. The evaluation, maintenance of, and training for the system requires knowledge of the network layer hardware and protocols, 802.11 protocols (e.g., MAC protocol and IP subnets), wireless security, and database access. I oversee the Navy Region Hawaii risk management process. This is an all-encompassing process in which Navy assets and facilities are assessed for their criticality, vulnerabilities, and risk. A major part of this process is the All Hazards/Threat Assessment (AHTA). The AHTA is a multi-discipline assessment rating the probability of various hazards and threats to naval forces in Hawaii. The largest single portion of this assessment is the cyber threat assessment. I am responsible for developing, drafting, and disseminating this assessment by communicating and coordinating with personnel from law enforcement, the intelligence community and IT professionals, and using open-source reporting. This report is drafted annually. |
